A considerable section of the population in India accesses the services of individual private medical practitioners (PMPs) for primary level care. In rural areas, these providers include MBBS doctors, practitioners of alternative systems of medicine, herbalists, indigenous and folk practitioners, compounders and others. This paper describes the profile, knowledge and some practices of the rural doctor in India and then discusses the reasons for lack of equity in health care access in rural areas and possible solutions to the problem.

Causal understanding is a defining characteristic of human cognition. Like many animals, human children learn to control their bodily movements and act effectively in the environment. Like a smaller subset of animals, children intervene: they learn to change the environment in targeted ways. Unlike other animals, children grow into adults with the causal reasoning skills to develop abstract theories, invent sophisticated technologies and imagine alternate pasts, distant futures and fictional worlds. In this Review, we explore the development of human-unique causal (...) learning and reasoning from evolutionary and ontogenetic perspectives. We frame our discussion using an ‘interventionist’ approach. First, we situate causal understanding in relation to cognitive abilities shared with non-human animals. We argue that human causal understanding is distinguished by its depersonalized (objective) and decontextualized (general) representations. Using this framework, we next review empirical findings on early human causal learning and reasoning and consider the naturalistic contexts that support its development. Then we explore connections to related abilities. We conclude with suggestions for ongoing collaboration between developmental, cross-cultural, computational, neural and evolutionary approaches to causal understanding. (shrink)

Central to the particularist project, one that has become the consensus in the philosophy of conspiracy theory theory, is the claim that a general dismissal of these things called `conspiracy theories' is unsustainable. That is, if we want to say a conspiracy theory is suspicious such that we should not believe it, then we have to engage in at least some investigation of it. Particularists have detailed just why a general attitude of skepticism towards conspiracy theories is implausible; they have, (...) in effect, created the case against generalism. The case for particularism, then, has largely been about challenging and rebutting generalist arguments. But what of the bigger picture? If particularists argue that we should not assume conspiracy theories are mad, bad, or dangerous but, rather, investigate them, then how should we go about that investigation? In this paper I describe (some) of the preliminary concerns the particularist (and the generalist) needs to account for when developing an ethics of investigation into these things called `conspiracy theories.' Whilst this paper does not provide a framework for the investigation of conspiracy theories, it provides the framework for such a framework. (shrink)

Obsession toward technology has a long background of parallel evolution between humans and machines. This obsession became irrevocable when AI began to be a part of our daily lives. However, this AI integration became a subject of controversy when the fear of AI advancement in acquiring consciousness crept among mankind. Artificial consciousness is a long-debated topic in the field of artificial intelligence and neuroscience which has many ethical challenges and threats in society ranging from daily chores to Mars missions. This (...) paper deals with the impact of AI-based science fiction films in society. This study aims to investigate the fascinating AI concept of artificial consciousness in light of posthuman terminology, technological singularity and superintelligence by analyzing the set of science fiction films to project the actual difference between science fictional AI and operational AI. Further, this paper explores the theoretical possibilities of artificial consciousness through a range of neuroscientific theories that are related to AI development. These theories are built toward prospective artificial consciousness in AI. This study discloses the posthuman fallacies that are built around the fear of AI acquiring artificial consciousness and its outcome. (shrink)

Çin, son dönemlerde Körfez Bölgesine yönelik izlediği aktif politika, Çin Devlet Başkanı Xi Jipping’in (Şi Cinping), 7-9 Aralık 2022 tarihinde Körfez’e gerçekleştirdiği kapsamlı ziyaretle birlikte daha fazla dinamizm kazanmıştır. Bu ziyareti takiben yapılan analizler Çin’in, Körfez açılımını ABD’nin bölgesel hegemonyasını zayıflatmaya yönelik bir girişim olarak değerlendirmektedirler. Aynı ziyaret sırasında Pekin ve Riyad yönetimleri arasında imzalanan kapsamlı anlaşmalar ise ABD’nin Körfezdeki uzun erimli güvenlik partneri Suudi Arabistan’a ilişkin “eksen kayması” tartışmalarını başlattı. Bu çalışma güncelliğini koruyan iki tartışmanın kapsamlı bir muhakemesini yapmayı (...) hedeflemektedir. Bu amaçla uluslararası ilişkiler disiplinin son dönem fenomen teorisi olan hiyerarşinin ilgili argümanları kullanılmaktadır. The phenomenal powers view claims that phenomenal properties metaphysically necessitate their effects in virtue of how they feel, and thereby constitute non-Humean causal powers. For example, pain necessitates that subjects who experience it try to avoid it in virtue of feeling bad. I argue for this view based on the inconceivability of certain phenomenal properties necessitating different effects than their actual ones, their ability to predict their effects without induction, and their ability to explain their effects without appeal to laws (...) or regularities. I also offer a harmony argument according to which the view offers the best explanation for otherwise seemingly fortunate psychophysical regularities. I then outline the view’s main implications for the metaphysics of causation and philosophy of mind. (shrink)

Disagreement is a pervasive feature of human discourse and a crucial force in shaping our social reality. From mundane squabbles about matters of taste to high-stakes disputes about law and public policy, the way we express and navigate disagreement plays a central role in both our personal and political lives. Legal discourse, in particular, is rife with disagreement - it is the very bread and butter of courtroom argument and legal scholarship alike. Consider a debate between two legal philosophers, Ronald (...) and Herbert, about the Eighth Amendment of the U.S. Constitution, which prohibits ‘cruel and unusual punishment’. Ronald asserts: ‘It is the law that capital punishment is prohibited’. In response, Herbert states: ‘It is not the law that capital punishment is prohibited’. We intuitively think Ronald and Herbert are disagreeing, which reveals in the fact that they are licensed to use ex¬pressions like no (it isn’t) and nuh-uh when responding to their opponent’s claim. But despite the ubiquity and significance of legal disagreement, its precise nature remains elusive. This chapter discusses what exactly is going on when two people disagree about what the law requires, and how can hybrid theory may answer this question. (shrink)

Panpsychism is the view that all things are associated with consciousness. Panpsychism has a number of significant theoretical implications, with respect to the mind–body problem and other problems in metaphysics. Here I will consider one of its potential practical or ethical implications; specifically, whether, if panpsychism is true, it follows that “we are all one”, in a sense that implies that egoism (understood as bias towards what we normally take to constitute the self or ego) is not only immoral but (...) fundamentally irrational (or imprudent). We argue that thoughts are structures of concepts, and that concepts should be individuated by their origins, rather than in terms of their semantic or epistemic properties. Many features of cognition turn on the vehicles of content, thoughts, rather than on the nature of the contents they express. Originalism makes concepts available to explain, with no threat of circularity, puzzling cases concerning thought. In this paper, we mention Hesperus/Phosphorus puzzles, the Evans-Perry example of the ship seen through different windows, and (...) This article explores early Greeks' cosmological speculation, showing how they explored the possibility of a “theory of everything” and human understanding of the cosmos. In the exposition of competitive cosmologies, there are three questions still unresolved: the form of most of the matter in the universe is not known; the process of beginning of the universe is not known; and whether the universe is finite or infinite is also not known. Presocratic solutions to these problems, still perplexing to the contemporaries, (...) are tackled in this article, with the addition of a note on what is called the anthropic principle, which addresses the place of human life and human observation in the whole. There is growing attention towards atypical brain-body interactions and interoceptive processes and their potential role in psychiatric conditions, including affective and anxiety disorders. This paper aims to synthesize recent developments in this field. We present emerging explanatory models and focus on brain-body coupling and modulations of the underlying neurocircuitry that support the concept of a continuum of affective disorders. Grounded in theoretical frameworks like peripheral theories of emotion and predictive processing, we propose that altered interoceptive processes might represent transdiagnostic mechanisms (...) that confer common vulnerability traits across multiple disorders. A deeper understanding of the interplay between bodily states and neural processing is essential for a holistic conceptualization of mental disorders. (shrink)

Jan Narveson has articulated a deeply held, widely shared intuition regarding what moral law has to say about bringing additional people into existence: while we are “in favour of making people happy,” we are “neutral about making happy people.” Various formulations of the Narvesonian intuition (closely related to the person-affecting intuition or restriction) have been widely criticized. This present paper outlines an off-the-beaten-path alternate construction of the intuition—the existence condition—and argues that that particular construction has the resources to avoid some (...) of those criticisms. But still other considerably more widely recognized alternate constructions have been offered as well. Thus John Broome outlines what he calls the neutrality intuition. While Broome finds the underlying intuition “strongly attractive,” he nonetheless argues that the neutrality intuition itself leads us quickly into inconsistency. Wlodek Rabinowicz disagrees. On his view, Broome’s inconsistency argument shows, not that the neutrality intuition is false, but rather that it doesn’t follow, from the fact that the outcome, or possible future or world, that includes the additional person is neither better nor worse than the (otherwise similar) world that excludes that person, that the one world is exactly as good as the other. The better view, according to Rabinowicz, is that, on occasion, and specifically when the coming into existence of additional people is at stake, the one world is incommensurate with the other. What is called the principle of trichotomy is, in other words, false. Difficulties arise, however, when we try to reject that seemingly compelling conceptual principle. This present paper concludes with the argument that the availability of the existence condition—which, together with certain other uncontroversial moral principles and a handful of conceptual principles, forms the existential approach—shows that we can maintain the most intuitive parts of neutrality intuition while avoiding both Broome’s inconsistency worry and Rabinowicz’s commitment to incommensurability. Incommensurability may be correct on other grounds—but not, this present paper argues, on the grounds provided by Broome’s inconsistency argument. (shrink)

In the long 20th century, modern China experienced perhaps the world’s most radical and systematic secularization process and the decimation of traditional religious and ritual cultures. This article seeks to account for this experience by engaging with postcolonial theory, a body of discourse seldom found relevant to China Studies. The article attempts a two-pronged critique of both state secularization and some aspects of existing Postcolonial Studies/theory. It shows the many ways in which nationalist elites in modern China unwittingly absorbed Western (...) Orientalist discourse even as their words and actions were ostensibly anti-colonial, and much of the article examines the consequences of this native Orientalism upon Chinese religiosities. Finally, the article suggests that one cannot discuss governmentality in modern China without understanding how it is intertwined with a sovereign power that is both archaic and, at the same time, has experienced renewal and expansion in modernity. In metaethics, evolutionary debunking arguments combine empirical and epistemological premises to purportedly show that our moral judgments are unjustified. One objection to these arguments has been to distinguish between those judgments that evolutionary influence might undermine versus those that it does not. This response is powerful but not well understood. In this paper I flesh out the response by drawing upon a familiar distinction in the natural sciences, where it is common to distinguish folk judgments from theoretical judgments. I argue (...) that this in turn illuminates the proper scope of the evolutionary debunking argument, but not in an obvious way: it is a very specific type of undermining argument that targets those theories where theoretical judgments are inferred merely from folk judgments. One upshot of this conclusion is that it reveals a verboten methodology in metaethics. The evolutionary debunking argument is therefore much less powerful than its proponents have supposed, but it nevertheless rules out what is perhaps a common way of attempting to justify moral judgments. The model of language can relatively concretely reveal the mechanism of the epistemology, which is extended by the ontology that takes “person” as the unit. It unveils an intuitable dimension to represent the epistemolog’s paradigm and limitations. Deriving from the inherent relation between epistemology and ontology, the retrospection of the epistemology’s ontological origin can be actualized by locating or grasping the epistemological first person’s ontological essence. Hence, the illusional and frail essence of the ontology behind this epistemology would be uncovered. (...) “Person” is not a stable unit in the ontological world, since the application of this unit stimulates the development of the operating style of the epistemology which relies on the supplement of paradox. After this study that intends to get the epistemological and ontological truth of the current using nominative, the new era of one or more unknown but solid epistemology and its ontology will be gradually recognized. This introduction to this special issue of Inquiry looks at recent work in the philosophy of conspiracy theory theory. Looking at two related worries expressed in the wider conspiracy theory theory (the academic study of conspiracy theories) – the Problem of Conspiracy Theories and the Problem of Conspiracy Theorists – this special issue argues that recent work in the philosophy of conspiracy theories is getting all the more closer to not just an epistemic understanding of what, if anything, is wrong (...) with belief in conspiracy theories, but also a framework for both investigating conspiracy theories and understanding how we should talk about the beliefs of conspiracy theorists. This introduction to a special section on algorithmic thought provides a framework through which the articles in that collection can be contextualised and their individual contributions highlighted. Over the past decade, there has been a growing interest in artificial intelligence (AI). This special section reflects on this AI boom and its implications for studying what thinking is. Focusing on the algorithmic character of computing machines and the thinking that these machines might express, each of the special section’s essays considers different (...) dimensions of algorithmic thought, engaging with a diverse set of epistemological questions and issues. The outputs of generative artificial intelligence (generative AI) are often called “synthetic” to imply that they are not natural but artificial. Against that use of the term, this article focuses on a different denotation of synthesis, stressing the unifying and compositional aspects of anything synthetic. The case of large language models (LLMs) is used as an example to address synthesis philosophically alongside notions of representation in contemporary computational systems. It is argued that synthesis in generative AI should be understood as (...) a search for unity that is fundamental to the making of a representational reality. This representational reality, internal to computation, is a stable (if imperfect) whole, a togetherness of distributed representations. The article thus demonstrates that developing the philosophical concept of synthesis to investigate today’s generative AI involves examining how structuring occurs in LLMs and studying the kinds of forms that structuring results in. The “consequence argument”, together with the “luck objection”, which are summed up by the “standard argument against free will”, state that if our volition were dependent on physical causally indeterministic processes, our actions would lack control and, thereby, result in random behavior that would be a mere matter of luck and chance. In particular, quantum indeterminacy is supposed to be of no use in support of libertarian agent-causation theories because any volitional act interfering with the probability distributions de fining quantum (...) laws would lead to its violation. Building upon recent conjectural work questioning this assumption (Clarke 2010, Kastner 2016, Masi 2023), it is shown, with a concrete example involving quantum indeterminacy, how a hypothetical agent with access to the temporal ordering of events can pre-determine the result of a process taking place in time without modifying the probability laws defining it. This conclusion is then taken as a basis for a libertarian panpsychist interpretative model. (shrink)

This article presents formal correspondences between the ontological and logical structures of Deleuze’s theory of sense-events in the Logic of Sense as a “post-Cantorian orientation of thought” (Livingston 2012), grappling with an essential incompleteness or inconsistency at the heart of both Being and thought, one which Deleuze champions positively under the equation Ungrounding = Becoming. Through it, Deleuze’s sometimes slippery use of the concept of singularity (and its relation to the virtual) is elaborated, elucidating a post-Cantorian metaphysics of events, distinct (...) from and preceding Badiou’s, that concretely defines the role of the singular in Deleuze’s early major works. Disguised plagiarism often goes undetected. An especially subtle type of disguised plagiarism is translation plagiarism, which occurs when the work of one author is republished in a different language with authorship credit taken by someone else. I focus on the challenge of demonstrating this subtle variety of plagiarism and examine the corruptive influence that plagiarizing articles exert on unsuspecting researchers who later cite them in the downstream literature as genuine products of research. I conclude by arguing that an open discussion (...) of plagiarizing articles in philosophy is necessary for maintaining the reliability of the body of published research and for restoring integrity to scholarly communication. This is the first full-length biography of John Langshaw Austin (1911–60). The opening four chapters outline his origins, childhood, schooling, and time as an undergraduate, while the next four examine his early career in professional philosophy, looking at the influence of Oxford Realism, Logical Positivism, Pragmatism, and the later Wittgenstein. The central twelve chapters then explore Austin’s wartime career in British Intelligence. The first three examine the contributions he made to the campaigns in North Africa; the next seven the seminal (...) role he played in ensuring the outstanding accuracy of the D-Day Intelligence; while the final two explore his contributions to Arnhem, the Ardennes, and the post-war administration of Germany. The last main section of the book then outlines and assesses Austin’s contributions to post-war Oxford Ordinary Language Philosophy. The first three chapters discuss the impact on Oxford philosophy of the cultural atmosphere of post-war Britain and the later Wittgenstein’s ideas. The next four look at Austin’s influence on post-war Oxford, particularly his Saturday morning discussion group and his perception lectures. The next five chapters concentrate on America’s influence on Austin and vice versa, paying particular attention to Austin’s work on speech-acts and his semesters in Harvard and Berkeley. The final two chapters examine Austin’s declining influence in Oxford, and his tragically premature death. (shrink)

Many intellectuals wrote texts on the relations between Islam and science in the nineteenth‐century Ottoman Empire. These texts not only addressed the massive social and cultural changes the Empire was going through, but responded to European authors’ claims about the extent to which Islam was compatible with the modern world. Focusing on several texts written in the second half of the nineteenth century by the influential Muslim Ottoman authors Namik Kemal, Ahmed Midhat, and Şemseddin Sami, this article shows the influence (...) of these exigencies on arguments on Islam and science. In order to represent Islam as a respectable religion in harmony with science, these intellectuals defined a “pure Islam” that was a set of basic principles that could be found in the Qur'an. Rather than an embedded way of life, Islam in these texts was an objectified, delimitable entity that could be imagined as having relations with other entities, such as science. (shrink)

The title of my paper may look odd. If one is questioned “What is a dog?”, everyone could give a more or less valid answer. But to the question “What is not a dog?”, there can be innumerable answers which may be correct, but mostly quite unhelpful. Provisionally, what I intend to do under this title is to consider what we should not hold time to be. Through the history of ideas we meet various opinions and theories concerning what time (...) is. But it seems to me that most of them are not adequate enough, though each has its reason and often profound import as well. So I would like here to make a proposal for reconsidering how time appears in our life and thinking. (shrink)

Of the many problems of history and culture, the problem of correct understanding and interpretation of universal symbols, as well as their wise use, is very relevant. Since the subject of the study is not individual symbols, and not even symbolic systems, but the outlook component of the transformation of symbols, in the field of research is the interaction of culture and its creator - a person whose change of position leads to a change in the interpretation of symbols, and (...) therefore changes in the symbolism. The main task of the article is to understand the phenomenon of the symbol and its transformation in a single structure of history and culture. (shrink)

Quine's philosophy, early and late, proceeds from the natural standpoint, that is the explicit acceptance of science. This paper attempts to explain what this means and how it fits with his early criticism of reductive empiricism. A kind of horizontal reductionism remains, it is argued, which aims to explain the import of his thesis of the indeterminacy of translation. In the second part of this paper an argument is developed to cast doubt on the significance of this thesis. Because of (...) the possibility of languages containing grue-like predicates, the very idea of determinacy loses all significance. The natural standpoint cannot rescue determinacy and thus cannot provide support for indeterminacy. (shrink)

This paper concerns a puzzle about the logical form of expressions involving repeated `and's. Obvious attempts to solve the problem fail. It happens that a proper solution surprisingly requires the semantic notions of sampling and expression. I speculate that this may provide an alternative to conversational implicature.
